Vladislav Logginov, the big cheese of Krasnoyarsk, spilled the beans about the city's accomplishments over the past year. In his report, he focused on real results, such as support for residents, city environment improvement, road repairs, upcoming projects, and public transportation changes.

Helping Our Heroes and their Families

Thanks to the Year of the Defender of the Fatherland, Vladislav kicked off his report with this important topic. Recognizing that this task was set by the President, he shared that Krasnoyarsk residents sent tons of humanitarian aid to the front lines and, on a local level, provided various forms of support to military families throughout 2024.

Specifically, new social benefits were introduced for children of service members, and the first 150 kids went on a free vacation by the Black Sea. Moreover, the city began to pay an additional 200,000 rubles to troops when they signed contracts with the Ministry of Defense. These payments were extended until March 31st this year, and Vladislav announced that the duration of this measure would be extended until the end of the first half of the year.

Additionally, he announced plans to develop and launch a special social project to support troops returning from special operations. Military personnel and their allies were present during this speech.

"I'm 100% confident that troops returning from special operations need help transitioning back to civilian life," said Igor Balobolenko, chairman of the "Union of Veterans of Special Military Operations" public organization. "Military time is much easier than civilian life. Everybody knows that orders come, you need to follow them. Civilian life requires support, like the 'Siberian Character' project led by the Governor. I'd love to see more involvement of veterans in the city's leadership, as these folks can achieve set goals through any means possible."

On the Path to the 400th Anniversary

Vladislav also devoted special attention to the preparations for the city's 400th anniversary, which will be celebrated in 2028. Over the next few years, Krasnoyarsk will implement numerous large-scale projects, some of which are already underway with the Governor's backing.

He explained that preparation for the anniversary would become more noticeable with the start of the summer season. Alongside major projects like the "Surikov Center," energy will be invested in developing public spaces, waterfronts, islands, and transverse streets in the city center.

"We're building on the experience of preparing for the Universiade. As we gear up for the anniversary as a whole, we know what needs to be done: facades, lighting, signage, and marketplaces need to be cleaned up, and temporary structures need to be made presentable. But the most important thing is that residents' opinions must be considered first when making decisions," he concluded.

More Schools and Kindergartens

Vladislav also thoroughly discussed the critical and exciting issue of educational infrastructure availability in Krasnoyarsk. To address the issue of overcrowded schools, Krasnoyarsk built two large schools in the 3rd Sunny Microdistrict and in the Metsrostroi Neighborhood.

Currently, four more schools are under construction – on Ulitsa Omskaya, in the TiHye Zori District, in the Michurinskiy District, and near the Airport – with a combined capacity of 5,030 students.

Documentation for a school in the 5th Sunny Microdistrict is ready, and plans are in place for three more schools: in the Pokrovsky District, at the Agrouniversity, and along the South Bank.

This year saw the opening of three previously damaged schools in various districts following repairs, and it is planned to open six more "Soviet" schools, currently undergoing modernization with federal and regional support, on September 1st this year.

For the first time, a school is being renovated as part of the KRT – the school on Ulitsa Aerovokzalnaya, 4, which had been closed for approximately 6 years. New kindergartens are also being built in Pokrovsky and on the Freedom Island – for the first time under the concession mechanism.

Vladislav also touched upon the topic of school meals. Every year, funds are invested in the repair of school kitchens and the purchase of equipment. The number of schools feeding children has grown from 10 to 25, and another 10 schools will be added to this list this year.

Building the Right Way

Pursuant to the Governor's orders, Vladislav continues to implement new approaches in the city's urban development policy.

"We need to create not just residential developments, but a comfortable living environment, ensuring residents have the necessary infrastructure," he emphasized.

With regulatory bodies' assistance, new building density coefficients have been introduced, and the opportunities for investors to participate in comprehensive development projects have been expanded, including social responsibilities for investors.

Currently, Krasnoyarsk is implementing 20 KRT projects, most of which were initiated by the landowners themselves.

The KRT project on Ulitsa Shahtei has already begun, and during its implementation, six schools, 22 kindergartens, a school/kindergarten complex, two sports complexes, and various other social facilities will emerge, making way for the demolition of 9 shacks and the transfer of 70 apartments for orphans and refugees to the city.

Meanwhile, in Nicholas, projects are underway, but the process of seizing property is not easy, as each property owner is unique. A working group, established in 2023, is intended to help reach agreements with developers.

Transportation and Roadway Records

"The season was associated with a massive volume of work despite gaps in human resources and new demands. Nevertheless, with the backing of the National Project "Safe and Quality Roads" and the Governor's and city budget's support, we resurfaced more roads than during the Universiade preparations," he revealed.

Taking into account yard-level road repairs, a total of 122 kilometers of roads were repaired, setting a record.

Significant road repairs were made in the Leninsky District, with over 100 cul-de-sacs being repaved. The most notable projects included the interchange in the TiHye Zori Microdistrict and the completion of the multi-phase SoLnechnyi Avenue project on Gribolevka Street, Sovoklovskaia Street, OIkhova Street, and Cheremuhova Street.

This year, with the encouragement of city residents, 56 road repair locations (including Ulitsa Partizan Zheleznyaka, Belinskogo, Sverdlovskaya) were identified for repairs.

"I'm glad that the contracts now include innovative elements – contractors will now be expected to adhere to a stricter schedule, rather than being limited by the general construction season for roads. Workers must now focus on completing one street, entirely repairing it, and only then move on to the next street, rather than continuing the cycle," said Deputy of the Municipal Council Andrey Kozikov. "After the report, there were relatively few additional questions for the Mayor. This indicates that the report was comprehensive in discussing all areas of work."

When it comes to the development of public transportation, tram service was resumed from the Энергетики advancing to the KrassTÉЦ, and 4 kilometers of avalanche-prone tramline were repaired in the KrassRaBe district. Additionally, the first electric bus route was launched over the October Bridge thanks to the acquisition of 20 electric buses and charging stations. In the near future, the city plans to use gas-powered buses.

Breathing Easier

Alongside the elimination of spontaneous landfills and cooperation with the regional operator for timely removal of hazardous waste, efforts in the environmental sector focus on improving air quality. For instance, the "Environment" National Project has enabled 1,400 individual homes to switch to ecological heating systems, primarily solid fuel boilers. Under this year's plan, an additional 1,100 homeowners will join the movement. Moreover, the "exchange for electricity heating" compensation scheme remains in effect.

Work is continuing to close 35 boiler houses as part of the federal "Clean Air" project. One boiler house remains – at the ÉVRZ.

"We continue to interact with regional authorities regarding the closure of this boiler house. Many residents have expressed concern about the suspected harmful emissions from the ÉVRZ. Modernization is essential," he concluded.

In his report, Vladislav Logginov also discussed the construction and repair of spaces for young people, the opening of sports facilities, library updates, debt reduction plans, and more. Furthermore, he shared that Krasnoyarsk climbed from 7th to 6th in the ranking of Russian cities based on population numbers: as of January 1, 2024, the city had a population of 1,205,473 people.

"Today, we heard a very balanced and detailed report on the work of the city administration in all areas. Special attention was given to the Year of the Defender of the Fatherland. The report itself was informative, and the answers to questions were interesting and response to questions was definitely a memorable event," commented the Chairman of the Krásnoyarsk Municipal Council, Natália Firýulina.
