Supporting Military Families and Veterans

Residents of Krasnoyarsk sent tons of humanitarian aid to the frontlines, and within the city, families of military personnel received various forms of support throughout 2024.
New social benefits were introduced for children of those participating in the Special Military Operation, and the first 150 children were sent on a free vacation to the Black Sea. Furthermore, the city started providing additional payments of 200,000 rubles to soldiers upon signing a contract with the Ministry of Defense. These payments were extended until March 31st, with the Mayor announcing an extension through the first half of the year.
The Mayor also discussed plans to launch a city-level project aimed at supporting veterans of the special operation after their return home. Veterans of the special operation were present at the meeting.
"I am 100% certain that veterans returning from the special operation need assistance in transitioning back to civilian life. After all, wartime is much simpler for them than civilian life. They need support, like the 'Siberian Character' project by the Governor, to better integrate our veterans into the governance potential of our city. I believe more involvement of veterans from the Special Military Operation in our city's governance would be beneficial", said Igor Balobolenko, head of the public organization "Union of Veterans of the Special Military Operation."
Preparations for the 400th Anniversary
A significant portion of the Mayor's report was dedicated to the preparations for the city's 400th anniversary in 2028. Over the next few years, numerous large-scale projects are planned for Krasnoyarsk, some of which have already begun with the support of the Governor of Krasnoyarsk Krai.
The Mayor noted that the preparations for the anniversary will become more noticeable with the start of the summer season. In addition to major projects like the Suikin Center, there will be substantial work undertaken on improving public spaces, waterfronts, islands, and cross-city streets in the city center.
"We are borrowing from our experience in preparing for the Universiade. As we prepare for the anniversary as a whole, we know what needs to be done: improve the façades, the lighting, the signage, and clean up the markets and temporary structures. What's most important is to prioritize the opinions of the city's residents", the Mayor said.
Expanding Educational Opportunities
The Mayor also focused on the critical issue of education access in the city. To address the issue of overcrowded schools, two large schools were built in the 3rd microdistrict of Solnechniy and in the microdistrict Mетростроitel '. Four more schools are currently under construction - on ul. Omskaya, in the districts of Tikhiye Zori, Mi compte, and Aэропорт – with a total capacity for 5,030 students.
Documentation for a school in the 5th microdistrict of Solnechniy is ready, and three more schools for schoolchildren are in the planning stages: in the districts of Покровskiy, Aгроуниверситет, and Южный берег.
In 2024, three previously dilapidated schools in various districts reopened after renovations, and on September 1st, 2024, another six "Soviet" schools are expected to open after renovation with federal and regional support.
For the first time, a school on ul. Aэровокзальная is being renovated as part of the CRCT – it was closed for about 6 years before the renovation.
New childcare facilities are being built in Покровskiy, as well as on Свободном – for the first time using a concession model.
In his report, the Mayor also mentioned efforts to improve school meals. Each year, funds are allocated for repairing meal blocks and purchasing equipment. The number of schools serving their own meals has increased from 10 to 25. Another 10 schools will be added to this number this year.
Building for the Future
At the behest of the Governor of Krasnoyarsk Krai, the city is continuing to implement new approaches in urban planning policy.
"It's not just about building housing complexes; it's about creating a comfortable living environment and ensuring that residents have access to the necessary infrastructure. When implementing such important tasks, a comprehensive approach is required today", noted the Mayor.
In collaboration with supervisory bodies, new intensity coefficients for urban development were introduced, and the opportunities for participating in projects for comprehensive city development, which mandate social commitments from investors, were expanded.
There are currently 20 CRCT projects underway in Krasnoyarsk, the majority of which were initiated by private landowners.
The project on ul. Шахтер is already in fact underway. In this project, six schools, 22 kindergartens, a school/kindergarten complex, two sports complexes, and various other social facilities will be built, 9 barracks will be demolished, and 70 apartments for orphaned children and migrants will be given to the city.
In the meantime, in Nikolayevka, projects are being implemented, but the process of acquiring real estate is proving difficult because each property owner's situation is unique. A working group was created in 2023 to help facilitate agreements with developers.
Transportation and Road Infrastructure
"The season was associated with a large volume of work being carried out against the backdrop of a labor shortage and new requirements. Nevertheless, more roads were brought up to par than during the buildup to the Universiade", the Mayor said.
Taking into account the pothole repair, 122 kilometers of road were fixed in Krasnoyarsk, which is a record.
A particularly large number of roads were repaired in the Leninsky District, with over 100 private driveways completed. The most significant projects included the flyover in the Mйкрорайон Tikhie Zori and the completion of the multi-stage project on the Солнечный road through streets Гриболевская, Соколовская, Ольховая, and Черёмуховская.
This year, 56 road segments have been designated for repair, including those on ul. Партизана Железняка, Белинского, Свердловskaya, and so on.
"I am pleased that the new approach for contractors now demands a stricter schedule, rather than being limited by the overall season for road repairs. Workers should focus on one street, complete its repairs, and only then move on to the next – instead of working on many streets simultaneously", said Deputy of the City Council Andreĭ Kozikov. – After the Mayor's speech, there were fewer additional questions to him. As for public transportation development, last year saw the opening of tram service from Энергетики to КрасТЭЦ, as well as the repair of 4 kilometers of dilapidated tram lines on Krаsraбе. According to plans this year, this number will grow by 1,100 homes. In addition, the compulsion of gas heating continues to operate in the city.
The city has completed its plan to shut down 35 boilers as part of the "Clean Air" federal project. One boiler – at the ЭВРЗ – remains to be closed.

In his report, the Mayor also mentioned ongoing work on creating spaces for youth, sports facilities, library renovations, debt reduction, and so on. He also noted that as of January 1, 2024, the city's population had increased to 1,205,473 people.
"Today, we have heard a very factual and well-rounded report on all the directions of the city administration's work. Special focuses were laid on the Year of the Defender of the Fatherland. The report itself, as well as the answers to questions, were informative. Overall, I found the conversation interesting. Deputies spoke about problems in their constituencies, with no one shying away from challenging, resonant issues that concern Krasnoyarsk", commented the Chairman of the Krasnoyarsk City Council Natasha Firuelina.
