Transport for London initiates initial pedicab regulation discussion

Transport for London (TfL) has announced a public consultation on the regulation of pedicabs in the city. The consultation, which ends on October 30, 2025, aims to address concerns about safety, fare inconsistencies, and anti-social behaviour associated with pedicabs.
The consultation follows the implementation of the Pedicabs (London) Act 2024, which granted TfL the power to regulate pedicabs operating in public spaces. If successful, the proposed regulations will bring pedicabs in line with taxis and private hire vehicles, ensuring a safer and more consistent experience for passengers and pedestrians.
Under the proposed regulations, pedicab drivers would be required to meet a set of safety standards, including criminal background checks, appropriate insurance, and a one-year pedicab driver's license. Drivers would also need to demonstrate their understanding of their role and responsibilities through testing.
Regular vehicle inspections would be carried out to ensure the condition of the pedicabs meets the required safety standards. Additionally, TfL aims to minimize fare issues and anti-social behaviour caused by loud music and poor driving with the proposed regulations.
Will Norman, the walking and cycling commissioner, has expressed his support for the consultation, citing safety concerns and extortionate prices as key reasons for regulation. TfL is seeking views on several proposals regarding the regulation of pedicabs in London, including the requirement for drivers to have a set of safety standards, the implementation of licensing requirements, and the regular inspection of vehicles.
The fourth annual CiTTi Awards, celebrating achievements and innovations in transport planning, will take place on 26 November 2025 at De Vere Grand Connaught Rooms in London. It is expected that any implemented proposals will ensure that future developments to pedicabs would remain subject to safety regulations, ensuring a safer and more consistent experience for all.
The public consultation is open until 7 March 2025. Interested parties are encouraged to share their views on the proposed regulations to help shape the future of pedicab travel in London.
