**News Article: Tax Evasion Recovery Varies Across Triveneto Provinces**

The recovery of funds from tax evasion has shown significant variation across provinces in the Triveneto region, according to recent data. Factors such as administrative resources, economic structures, and data transparency have been identified as key contributors to these differences.

Since the implementation of the decree law number 203 in 2005, which allowed municipalities to participate in tax enforcement, the recovery of funds has become a shared responsibility between local and national authorities. However, the results have been uneven, with some provinces showing better success than others.

One of the most successful provinces in terms of tax evasion recovery is Venice, with €22,416 recovered in 2023. Verona follows closely behind, with €32,905, while Trieste ranks 12th nationally with €34,971. Vicenza ranks 18th with €14,430, and Bussolengo and Peschiera bring in €24,966 and €18,000, respectively.

However, not all provinces have been as successful. Some provinces, including Belluno, Treviso, Rovigo, Trento, Udine, and Bolzano, have not recovered any funds from 2016 to 2023. Gorizia, known for its smaller economic base and border zone complexities, has consistently collected amounts under €1,000.

The reasons for these discrepancies are multifaceted. Administrative and institutional factors, such as limited tax enforcement resources, variability in local governance, and legal and procedural constraints, can affect the recovery rates. Economic and social patterns, including the economic structure of provinces and the population and business profiles, also play a role. Data reporting and transparency issues, such as underreporting or lack of data and coordination between agencies, can further complicate matters.

Impact of legal changes and national policies, such as changes in tax laws and the division of responsibility between national and local authorities, also contribute to the uneven recovery outcomes.

Provinces with smaller, rural economies and less developed enforcement systems, like Belluno and Gorizia, tend to be more affected. In contrast, economically vibrant and institutionally strong provinces, such as Venice and Verona, show better recovery outcomes.

In an effort to combat tax evasion, 19 municipalities in the Verona area are actively engaged in this fight. However, only around 30 out of 563 municipalities in Veneto have taken advantage of this opportunity, increasing their cash resources by a total of €153,000.

These funds can be used for welfare and supporting vulnerable groups, such as the elderly and families in absolute poverty. The percentage of recovered funds allocated to the municipal coffers was increased from 33% in 2005 (previously 100%) to allow more resources to be directed towards such purposes.
