North Rhine-Westphalia (NRW), Germany's most populous state, is set to increase its investments in construction projects and education to a record high of 12.1 billion euros, as announced by Finance Minister Marcus Optendrenk. The black-green state government's proposed budget for 2026 amounts to 112.2 billion euros, a 6.7 billion euros increase from the current state budget for 2025.

The increased budget for education will create an additional 20,000 places and 229 new positions in after-school care. Kindergarten funding will be boosted by 370 million euros to nearly six billion euros in the 2026 budget. This expansion in education spending is expected to provide a more comprehensive and supportive learning environment for children.

However, the budget will not include a free third year of kindergarten, as previously suggested by the SPD party. Minister Optendrenk explained that the coalition agreement had always been subject to financial conditions. The lack of economic growth is reflected in lower tax revenues, necessitating savings in the 2026 budget, resulting in cuts of 3.4 billion euros compared to the previous financial plan for 2026.

To finance the budget, up to 4.5 billion euros in new debt will be planned. To offset costs, there will be a 10 percent reduction in positions in the ministries over five years. The finance minister emphasised that education and security are cornerstones of a stable and future-proof society.

In addition to education, the budget will also allocate funds for infrastructure development projects. The state government plans to invest over one billion euros more in construction projects in the transport sector and at universities. The exact details of these projects have yet to be announced.

NRW has been issuing Sustainability Bonds to fund environmental and social projects, which are used to cover expenditures for selected projects, excluding personnel costs and projects mandated by federal law. The state's economic context is influenced by various factors, including the GDP per capita in different states. In 2022, North Rhine-Westphalia had a GDP per capita significantly higher than the national average, alongside Rhineland-Palatinate and Saarland.
