Tesla has been cleared of fraud in an investigation into its $43.2 million rebate claims under the Incentives for Zero-Emission Vehicles (iZEV) program in Canada, but the company has been excluded from future participation in the program.

The investigation was triggered by an unusual surge in Tesla’s rebate filings in January 2025, with over 8,600 claims made during one weekend spanning several stores. Critics questioned the plausibility of such volume within 72 hours, but Tesla argued these claims reflected prior deliveries delayed in processing rebates. Transport Canada confirmed the deliveries were within program rules and timeline.

Four Tesla stores, including one in Quebec City, accounted for 88.7% of claims that weekend. The surge in filings occurred after Transport Canada announced the iZEV fund was nearing depletion. The company highlighted strained communication with the government as a result.

Transport Canada's findings have corroborated Tesla's stance, confirming the claims were for eligible vehicles delivered within the program’s timeframe. The total claims amounted to $43.2 million, which is over half the remaining $71.8 million budget of the iZEV fund.

Tesla expressed frustration over learning of the initial freeze through media reports rather than official channels. The decision to exclude Tesla from future programs has drawn criticism from Tesla, which employs 1,400 Canadians and invests heavily in local R&D. Fereshteh Zeineddin, Tesla’s head of sales for Canada, emphasized in a March 28 letter that the filings followed program guidelines.

The exclusion decision is tied to broader political and trade issues rather than the validity of Tesla’s rebate claims. The company will still be excluded from future iZEV programs due to reasons unrelated to the investigation, such as U.S. tariffs and geopolitical tensions involving Tesla CEO Elon Musk.

Despite this setback, Tesla remains committed to its Canadian operations and customers, and continues to advocate for the adoption of electric vehicles in the country.
