In a recent development, over 70 mayors from several federal states in Germany have appealed to their respective Transport Ministers for support to introduce city-specific license plates. The cities that have signed the letters include Winnenden (Baden-Württemberg), Herzogenaurach (Bavaria), Rheine (North Rhine-Westphalia), and Bad Vilbel (Hesse).

The mayors believe that introducing local license plates could be a valuable opportunity to strengthen the regional identity of their municipalities. According to the mayors, local license plates could make their places more visible and promote a sense of belonging among citizens. An example of a potential new license plate combination is SFI and HBG for Sindelfingen and Herrenberg in the district of Böblingen, Baden-Württemberg.

However, a German state cannot unilaterally change the vehicle registration ordinance (Fahrzeug-Zulassungsverordnung) to allow for city-specific license plates. Vehicle registration rules, including license plate codes, are governed at the federal level by the Federal Ministry of Transport and Digital Infrastructure (BMVI) according to established federal law.

If a German state wants to apply for a change to allow city-specific license plates, it would need to initiate a formal legislative or regulatory proposal process at the federal government level. This typically involves:

  1. Proposal Initiation: The state government or its relevant ministry would draft a proposal for amendment to the vehicle registration ordinance, justifying the need for city-specific license plates.
  2. Coordination with Federal Authorities: Since vehicle registration rules fall under federal jurisdiction, the proposal must be submitted to the BMVI. The federal ministry reviews such change requests and coordinates consultations with other federal agencies and possibly the Bundesrat (Federal Council), where states participate in federal legislation.
  3. Bundesrat Involvement: As states are represented in the Bundesrat, the state could use its position there to advocate for the change, especially if the change affects its own territory.
  4. Federal Legislation or Ordinance Amendment: Upon acceptance, the federal government amends the vehicle registration ordinance accordingly, specifying conditions under which city-specific license plates may be issued.
  5. Implementation by Local Registration Authorities: Following federal approval, local vehicle registration offices in the state can issue plates pursuant to the new rules.

Ralf Bochert, a professor of economics and destination management at Heilbronn University, proposed that 320 cities in Germany could receive their own vehicle local designations. However, the usual procedure for the implementation of new license plates would then be necessary, as with the reintroduction of old license plates. The new license plate combinations are checked for existing use or immorality before being published in the Federal Gazette and issued.
