The city's project team, along with the Zanders Development Company (ZDC), have presented an intricate project timeline for the Zanders project development. This comprehensive plan includes numerous short-term and long-term sub-projects, interim uses, and timeframes, presented to the city committee for the first time. However, the concentration of short-term interim uses has created controversy—especially as new ideas surface like a mini beach house with a picturesque waterfront view.

ZDC's CEO, Oliver Brügge, has projected that within three years, approximately 3,000 individuals will initially occupy the Zanders project. To achieve this vision, numerous tasks need to be tackled concurrently, and skilled professionals recruited, Brügge admitted during the Zanders committee meeting.

A newly proposed four-year project timeline lays out the necessary steps for the site's crucial development decisions to be made, which will be outlined in a Master Development Plan. This plan is currently being developed by the Albert Speer and Partners office, with a preliminary draft expected in March 2026.

The infrastructure planning, essential for providing water, electricity, and heating, is reliant on the Master Development Plan. Both blueprints are prerequisites for marketing partial areas of the site.

Simultaneously, ZDC and the city administration are collaborating on eleven thematic sub-projects, such as the city library relocation to the canteen building, central workshop conversion into a socio-cultural center, and the opening of the rail park. Among these initiatives is the goal of creating an east-west connection through the site, which may require some building demolitions; a plan is scheduled for presentation by autumn.

The project timeline's third chapter outlines interim uses—short-term projects that can be executed prior to the final utilization of buildings and areas. These include the "museum"'s transformation into an event space and the artist's floor for local artists in the workshop building.

The fourth chapter lists 13 feasibility studies pertaining to various buildings.

The city committee endorsed the project timeline unanimously, though there were varying priorities regarding time management.

The CDU called for focusing on establishing the base for marketing partial areas as soon as possible, rather than considering interim uses. Meanwhile, the SPD and Greens proposed systematic progress rather than rushing into interim uses. The FDP, unexpectedly, opposed the relocation of the city library, prompting astonishment from the SPD and Greens, and did not align with the CDU. During the committee meeting, Josef Cramer (Greens) proposed an additional interim use: setting up a café with outdoor seating at the Main Street's entrance from the Cederstraße, which boasts a picturesque green strip with a waterview.

ZDC's manager, Brüggemann, suggested that a small café with a city beach and a terrace with a water view would be an intriguing concept, but stressed that it would be just a minor side project, looking towards the CDU.
