Regulatory Strategy for Ticket Pricing in Germany, Effective from 2027

The uncertainty surrounding the financing of the Germany ticket has been put to rest, as the federal government and the states have agreed to provide 1.5 billion euros per year for the ticket until 2030. This decision, announced by Bavaria's Transport Minister Christian Bernreiter (CSU), follows the Transport Ministers' Conference in Munich.

From January 1, 2026, the nationwide valid Germany ticket price for local transport will increase to 63 euros. However, from 2027, the price of the Germany ticket will be determined based on a cost index developed by the Transport Ministers' Conference by autumn 2025. Factors such as wage and energy costs will be taken into account in the cost index.

The new cost index-based price mechanism for the Germany ticket will be implemented from 2027, aiming to provide clarity for both users and transport companies regarding the ticket price. The decision to change the ticket price mechanism was made unanimously at the Transport Ministers' Conference.

Stefan Schnorr, State Secretary in the Federal Ministry of Transport, stated that there is clarity about the ticket having permanent validity. The political price-finding for the Germany ticket will soon come to an end, ensuring a stable funding source for the ticket in the coming years, despite tight budgets.

The federal government has pledged the funds for the coming years, with the states also contributing 1.5 billion euros annually for the Germany ticket. The Verkehrsminister who presented the decision to introduce a fixed mechanism for setting the price of the Deutschland-Ticket from 2027 is Christian Bernreiter (CSU), Bavaria's Minister of Transport.

The increase in the Germany ticket price to 63 euros from January 1, 2026, has been a topic of discussion due to previous expensive subscriptions causing revenue losses for transport companies. However, with the new cost index-based price mechanism, the ticket price will reflect the actual costs more accurately.

The Transport Ministers' Conference is responsible for developing the cost index by autumn 2025, ensuring a fair and transparent pricing system for the Germany ticket. The new mechanism is expected to bring stability and predictability to the ticket pricing, benefiting both users and transport companies.
