Railway reconstruction process has commenced
The rail industry in Germany is on the brink of a significant transformation, as the search for a successor to current CEO Richard Lutz of Deutsche Bahn (DB) has begun. Anna-Theresa Korbutt, the managing director of Hamburg’s public transport authority (HVV), is emerging as a leading potential candidate for the position.
Pro Bahn, a passenger advocacy group, has expressed support for Korbutt, praising her fresh perspective, management skills, and willingness to challenge entrenched structures within the railway sector. The Federal Ministry of Transport is actively seeking a leader with operational expertise, political acumen, and a modern vision for digitalization, sustainability, and infrastructure expansion.
On September 22, Federal Transport Minister Patrick Schnieder is set to present a new government rail strategy aimed at addressing DB’s ongoing challenges, such as service disruptions, infrastructure bottlenecks, and improving punctuality and public trust. The strategy will focus on balancing profitability with public service obligations while pushing modernization and organizational reform to enable quicker and more visible improvements in passenger and freight services.
The strategy is largely complete, with only minor details to be clarified. However, there is skepticism as to whether the deep-seated problems at the state-owned company can be resolved with a change at the top. Green politician Matthias Gastel has criticized the departure of DB CEO Lutz, stating that stronger control and funding from the federal government is needed.
Lutz has been leading the state-owned company since early 2017, and before that, he was the company's chief financial officer from 2010 to 2017. Under his leadership, the railway is currently undergoing general renovations aimed at modernizing more than 40 heavily traveled routes by the mid-2030s.
The departure of Lutz has increased the pressure on Schnieder to present a successful new government rail strategy. Potential successors for Lutz include Evelyn Palla (DB Regio), Joerg Kukies (SPD), and Philipp Nagl (InfraGo). The new federal government aims to restructure the supervisory board and railway board, with the goal of incorporating more specialized expertise and achieving streamlining.
This leadership change and strategy presentation mark a crucial turning point for Germany’s rail system, with expectations for significant organizational and operational reforms. Only time will tell if these changes will lead to the necessary improvements in punctuality, service quality, and public trust that the industry so desperately needs.
