"The People's Party of Kazakhstan deputies believe it's crucial and have proposed to scrap all existing allowances and payments, introducing instead a single, sufficient universal child allowance for every child under 18 years old, granted by birthright and Kazakh citizenship. This allowance should cover the essentials as outlined in a child consumer basket presented by our party," Skaikova stated during her parliamentary request to the Deputy Prime Minister.

She emphasized the extension of childcare support to three years, with a housing program for suitable citizens, offering zero-percent interest, no initial payment, and simplified residence confirmation for potential participants.

To illustrate her point, Skaikova provided examples such as temporary registration confirmation and proof of their children's attendance in kindergarten or school during this period.

Additionally, she proposed reviving the program offering rental housing with the right to purchase for families raising children with disabilities and allocating approximately 20 hectares of rural land plots to large and single-parent families.

"Monthly childcare allowance for unemployed women currently stands at: 16,802 tenge for the first child, 19,865 tenge for the second, 22,898 tenge for the third, 25,961 tenge for the fourth and more children. Translating that to daily spending per child, it's between 560 and 865 tenge, while 1,018 tenge is spent daily on feeding a prisoner. However, the allowance does not provide support for the mother. The average monthly nominal wage of one worker was 230,829 tenge in the first quarter of 2021. If only one partner works with three children, the total income per person amounts to 46,000 tenge, which is highly inadequate. And the current allowances, set at such low levels, are insufficient to alleviate this situation," the deputy explained.
