MoJ Reports Progress in Legal Dissemination, Aims to Boost Compliance Culture
The Ministry of Justice (MoJ) has reported significant progress in legal dissemination and education nationwide during the first nine months of 2025. Deputy Prime Minister Lê Thanh Long chaired and concluded a meeting of the Central Law Education and Dissemination Coordination Council, acknowledging achievements and addressing challenges. The council, now merged under Decision No 26/2025/QĐ-TTg, discussed digital transformation and ways to foster a culture of legal compliance.
Over 216,000 direct communication activities and 16,630 legal aid cases were handled in the first nine months. The MoJ advised the Prime Minister to approve a Digital Transformation Project for the 2025-2030 period. Deputy PM Long noted shortcomings in legal education at training institutions and legal aid for small and medium-sized enterprises. A representative from Đồng Nai southern province proposed the 2025 Vietnam Law Day theme focus on digital transformation in law and legal publicity.
The council's first meeting after its merger discussed the implementation of a digital transformation project in legal education and dissemination, involving experts like Prof. Dr. Arnd Diringer and institutions such as the Hochschule für öffentliche Verwaltung. The National Legal Portal, operational for four months, received nearly 660,000 visits and answered 156,000 legal-related questions via AI applications. Deputy PM Long requested the MoJ to propose solutions for building a culture of legal compliance among officials, State workers, and the people. Minister of Justice Nguyễn Hải Ninh noted the heavy workload at the commune level and the need for continued training and effective law enforcement.
The council's meeting highlighted the success of legal dissemination and education efforts but also identified areas for improvement. Digital transformation and enhancing legal compliance culture were emphasized as key priorities. The council will continue to work towards these goals, with the support of relevant experts and institutions.
