Metropolitan Transport System Expenses in Lisbon

The deadline for deciding on any complaints regarding the list of bidders for the Violet Line project has passed, and the public tender board is now analysing the proposals. The tender, launched by the Lisbon Metro on April 15, 2025, received four bids with a base price of €600 million plus VAT.

One bid, worth €600 million, was presented by MasterStylo - Eletricidade e Telecomunicações, Lda. for the design and construction of the new line. The consortium Mota Engil, Engenharia e Construção, S.A./Zagope - Construções e Engenharia, S.A./Spie Batignolles Internacional - Sucursal em Portugal proposed construction for €598.8 million.

The tender also saw a larger bid from Teixeira Duarte / Casais / Tecnovia / E.P.O.S. / Somafel / Jayme da Costa, valued at €716.0 million. However, the new values for the proposals in the updated public tender have not been disclosed.

The update in the investment cost was necessary due to price adjustments between the completion of the preliminary study (in 2023) and the estimated start date of the new public procurement process for the project. As a result, the Violet Line investment cost increased by 150.2 million euros.

The Violet Line project is part of the Lisbon Metro network expansion plan and is scheduled for completion in 2029. The tender is intended to contract various components of the project, including the design and construction of the Light Rail System infrastructure and the surrounding urban redevelopment.

The Violet Line consists of 11.5 kilometers and 17 stations, with nine in the municipality of Loures and eight in the municipality of Odivelas. The stations on the Violet Line will have various typologies, including 12 aboveground, three underground, and two in trenches.

In addition to the design and construction of the Light Rail System infrastructure, the public tender for the Violet Line project includes the preparation of all studies for the purposes of public utility expropriation proceedings and the supply of vehicles. The tender does not currently have a specified deadline for the release of the new proposal values.
