Krasnodar Krai's Alcohol Crackdown Boosts Excise Duties, Slashes Illicit Sales

In Krasnodar Krai, a significant crackdown on illegal alcohol has led to a substantial increase in excise duties and a reduction in illicit sales. This turnaround follows the abolition of restrictions and the implementation of new regulations.

In 2023, authorities withdrew 7.3 thousand liters of illegal alcohol from circulation. This figure rose to 1.4 thousand liters in the first half of 2025 alone. The improved effectiveness of alcohol sale legislation was acknowledged by deputies in a resolution adopted on October 1, 2025.

The lifting of restrictions has proven beneficial. It has led to a decrease in illegal sales and an annual increase of approximately 2 billion rubles in excise duties. To further combat counterfeit alcohol, deputies recommended strengthening control on the Black Sea coast. Roman Kurinnoy, acting head of the department for consumer affairs and alcohol market regulation, presented the report highlighting these achievements.

The department's work is crucial for the health of the population, public safety, and the social and economic development of the region. This was emphasized by Yuri Burlachko, Chairman of the ZSK. In 2025, the 'pouring places' law came into force, leading to the closure of establishments selling alcohol around the clock under the guise of cafes. The alcohol industry has seen significant changes since 2017, including the abolition of temporary alcohol sale restrictions in 2022.

The stricter enforcement of alcohol regulations in Krasnodar Krai has yielded positive results. It has led to a decrease in illegal alcohol circulation, an increase in excise duties, and a boost in licensed trading points, which rose by 23% to 12 thousand objects in 2024.
