Issues Concerning Pensions in Kazakhstan: Most Prevalent Citizens' Concerns

In Kazakhstan, the pension of a deceased relative can be received by several individuals, including the spouse, children, parents, grandparents, great-grandparents, siblings, and parents-in-law. However, navigating the process of accessing this pension, particularly when dealing with a forgotten password or lost phone, can be challenging.

If you find yourself in a situation where you've forgotten your ENPF Personal Cabinet password and no longer have access to your phone, which might be used for two-factor authentication or SMS verification, here's a simplified guide to help you regain access:

  1. Visit the official ENPF website and navigate to the login page.
  2. Use the "Forgot Password" or "Password Recovery" link to initiate resetting your password.
  3. Since you lost your phone, you may not be able to receive an SMS verification code. In this case, look for alternative recovery options such as using your email address for password reset or contacting ENPF customer support directly by phone or email to verify your identity and get assistance resetting your account access.
  4. Prepare to provide personal identification documents or information that can verify your identity to ENPF support.

Please note that this guide is based on standard procedures for similar services. For precise instructions, check the official ENPF website or contact their support center directly.

When it comes to pension savings, it is not allowed to seize them due to the debtor's debts, according to Article 50 of the Law of the Republic of Kazakhstan "On Pension Provision in the Republic of Kazakhstan." Similarly, enforcement cannot be levied on pension savings due to the debtor's debts, according to Article 98 of the Law of the Republic of Kazakhstan "On Enforcement Proceedings and the Status of Bailiffs."

Individuals who can pay mandatory pension contributions in their own favour include individual entrepreneurs, private notaries, private bailiffs, lawyers, professional mediators, individuals receiving income under civil-law contracts, single consolidated payment payers, and others. If you don't fall under these categories, it is not possible to independently top up a pension account formed from mandatory pension contributions.

Mandatory pension contributions must be paid by contributors through remittance by the contributor's agent (employer). If the deceased did not designate a recipient in their will, the pension can be received by the state. If there are no relatives or if they have renounced the right to receive the pension, the pension can be transferred to the state budget. However, if there are no relatives mentioned above, or if they have renounced the right to receive the pension, the pension can be received by other close relatives.

If the deceased designated a recipient in their will but they are deceased or cannot be found, the pension can be received by the state. It's always recommended to consult with a legal professional or the ENPF support centre for specific questions regarding pension inheritance and contributions.

  1. While navigating personal-finance matters in Kazakhstan, it's crucial to be aware that mandatory pension contributions must be paid through a remittance by the contributor's agent (employer).
  2. In the case of receiving a deceased relative's pension in Kazakhstan, if one finds themselves in a situation where they have lost access to their ENPF Personal Cabinet due to a forgotten password or lost phone, they must seek alternative recovery options, such as using their email address for password reset or contacting ENPF customer support directly.
