Inquiries Regarding the Frequent Matters Surrounding the Hazardous Waste Electronic Manifest System (e-Manifest) Oversight Committee

In the interest of carrying out its duties and responsibilities related to the e-Manifest system, the Environmental Protection Agency (EPA) has established an advisory board. The board, composed of nine members, is tasked with assessing the adequacy and reasonableness of service fees, evaluating the effectiveness of the e-Manifest Information Technology system, and offering recommendations for adjustments, if necessary.

The e-Manifest Advisory Board is a diverse group, reflecting decades of experience in managing hazardous waste from various sectors, including generators, transporters, and final hazardous waste management facilities. The board is also composed of members from the information technology sector, state agencies, and regulated industry.

The EPA solicited nominations for the Advisory Board through various channels, including the Federal Register, professional associations, EPA's e-Manifest ListServ, and the Office of Small Business Programs. After careful consideration, eight individuals were selected for the board based on their workforce sector status as required by the Act and their diverse backgrounds and experiences.

Meetings of the e-Manifest Advisory Board are open to the public, and all are encouraged to provide input during these sessions. The board will also propose actions to encourage the use of the electronic (paperless) system and offer practical and independent advice on matters and policies related to the e-Manifest program.

In addition, the Advisory Board will identify issues and problems in the e-Manifest area, including those that intersect with EPA's E-Enterprise strategy. The board will also advise on regulations and guidance as required by the e-Manifest Act and provide recommendations on operational activities, functions, policies, and regulations of the EPA under the e-Manifest Act.

Interested parties other than the appointed members will have an opportunity to provide input during e-Manifest Advisory Board meetings. The EPA will announce meetings via the Federal Register and this website.

The establishment of the e-Manifest Advisory Board is a significant step towards ensuring the effective and efficient management of hazardous waste in the United States. By providing a platform for diverse perspectives, the board will help guide the EPA in its efforts to improve the e-Manifest system and promote the use of electronic management practices.
