Initiative commenced for premature reimbursement of expenses associated with Heathrow's growth extension

The UK Civil Aviation Authority (CAA) has launched a consultation on the method of recovering early planning costs related to the proposed expansion of Heathrow Airport. The consultation aims to ensure a fair and transparent process for cost recovery and supports the timely, efficient, and effective expansion of capacity at Heathrow Airport, consistent with the Government’s timetable.

Heathrow Airport Ltd and the Arora Group have requested permission to recover their early planning costs, which may include environmental assessments, legal advice, architectural design, land surveys, and public consultation activities, through charges levied on airlines using the airport.

The CAA is consulting on four options for cost recovery, with safeguards ensuring only efficiently incurred costs directly related to expansion planning can be passed on through Heathrow’s charges to airlines. The rationale for allowing cost recovery includes promoting competition between credible proposals, improving efficiency, thorough evaluation of options, and reducing the risk of wasteful or duplicate spending.

The consultation period runs until 10 September 2025, with the CAA expecting to publish its decision on the principles and approach for early planning cost recovery by the end of September 2025. Later in 2025, further related decisions will be made.
