Just how much is being pilfered?

Last year, the Ministry of the Interior logged 43,910 shoplifting cases, a 6.7% drop compared to the previous year. However, both the retail sector and politics believe a vast, hidden figure exists—countless thefts that go unnoticed or unreported. "The administrative effort usually outweighs the gain," notes Sabine Hagmann, CEO of the Baden-Württemberg Retail Association (HBW). The Cologne-based Retail Institute EHI suggests that only 2% of actual cases are reported nationwide. According to the institute's study, an estimated 24 million unreported shoplifting incidents, each worth €117, occur annually undetected, translating to approximately 100,000 thefts per day nationwide.

Baden-Württemberg's actual damages are estimated to be far higher than the €6.6 million ($7.35 million) official statistics for 2024, with EHI's study estimating the damage in the southwest at €580 million the previous year. Hagmann expresses skepticism about the official figures: "The statistics only scratch the surface of the actual theft burden. The gap is enormous." Boris Weirauch, the SPD parliamentary group's spokesperson for legal affairs, also cautions against these losses to the retail sector having a significant impact on the wider state's economy.

What's the loot?

Virtually anything that sells effectively is also frequently purloined. Common targets are small, high-value items easily camouflaged within clothing or personal bags. Along with small items and groceries, alcohol, fashion apparel, sneakers, electronics, accessories, tobacco products, and cosmetics are often pinched. "It's amazing what they manage to get away with. Even coffee machines are snatched," Hagmann remarks.

In 2023, €4.1 billion ($4.76 billion) in shoplifting occurred nationwide, with approximately €2.82 billion attributed to customers, €910 million to store employees, and €370 million to staff from suppliers and service companies. The retail sector is wary of organized criminal bands operating with distinct roles within their crews, accounting for at least a quarter of the total damage, according to the EHI Retail Institute. Police reports indicate that one in five suspects is a repeat offender, with more than half lacking a German passport, and over a quarter (27.6%) under the age of 18, a decrease from 35.2% in 2021.

Retailers appeal for a federal council initiative to lower the age of criminal responsibility, currently at 14 years, to deter organized gangs from exploiting minors. They also push for better-equipped law enforcement, prosecution services, and courts, and revisions to data protection limitations. "Stealing should not be a crime without consequences," states Hagmann. Yet, the Ministry of the Interior argues that harsher penalties are not necessary, attributing the effectiveness of swift prosecution procedures.

While retailers employ measures like security guards, CCTV, AI, secured merchandise, and temporary door stewards, these strategies are costly and ineffective at deterring thieves. The annual cost of security measures in stores adds an additional €200 million to retailers' expenses, according to the retail association.
