Schleswig-Holstein Universities Are Set to Receive More Funds, Starting 2026
Institutions in the Northern Region should be granted additional financial support. - Increased financial support earmarked for academic institutions in the northern region.
In a relief package for education, Schleswig-Holstein universities are on track to receive more financial aid by 2029. Education State Secretary Guido Wendt (CDU) from the Kiel state parliament shared the exciting news in the Education Committee.
The old funding contract between the state and universities is set to expire this year, and plans are afoot to replace it with a new one, effective from 2026 to the end of 2029.
The fundamental funding allocation will see a significant boost, increasing from €374.6 million in 2025 to €421.7 million yearly until 2029. This core state funding helps universities meet their operating costs.
Funding under the "Future Contract for Study and Teaching" is also expected to climb, from €83 million this year to €94.8 million in the forthcoming future, with the federal and state governments bearing equal costs.
Students will contribute €120 annually for administrative expenses.
Apart from the basic funding and Future Contract funds, Wendt highlighted that Schleswig-Holstein universities will also benefit from other state funds, such as the compensation fund for salary and wage increases, amounting to roughly €53 million in 2025, subject to change due to inflation or updated wage agreements.
However, owing to the challenging budget situation, Schleswig-Holstein universities will contribute €7.2 million towards consolidation. In exchange, students will chip in €10 per month for administrative costs.
"These funds will be channeled directly into the university budgets, offsetting the structural savings contribution," Wendt explained. The new funding system's restructuring aims to provide universities with a predictable financial outlook, although not all universities will experience equal benefits:
Kiel University to Witness Funding Reduction
While the majority of universities will have a wider financial margin by 2029, the Christian-Albrechts-Universität zu Kiel will face a shortfall of around €5 million compared to 2025. In relative terms, this averages out to about a 0.3 percent decrease in financial volume.
Yet, the Ministry of Education points out that the compensation fund for monthly salary and wage increases is excluded from the overall shortfall calculation.
