Bavarian Municipalities Struggle with Inadequate Climate Protection Funding
In Bavaria, nearly half of the climate protection funding applications submitted by municipalities since the beginning of 2023 have been rejected due to insufficient funds. This is evident from a response provided by the environmental ministry to SPD state parliamentarian Harry Scheuenstuhl, who highlighted that 58 out of 131 applications have been unsuccessful due to a lack of funding.
Scheuenstuhl considers the current budget year's funding pot of approximately 9.1 million euros as "far too little" for crucial climate protection measures. He advocates for a timely doubling of the budget to address this shortage.
Introduced in 2019, the funding guidelines for municipal climate protection, known as "KommKlimaFör," aim to facilitate climate protection and adaptation measures in Bavarian counties, cities, and municipalities using state funds. Since then, around 45 million euros have been approved for approximately 460 projects. The approval authorities are the seven Bavarian government districts.
However, Scheuenstuhl points out that the slow processing times and protracted project durations seem to hamper efficiency. Only two of the 68 approved applications since 2023 have been fully paid out.
The demand for funding opportunities is high, as demonstrated by platforms like Creatives Unite—although primarily focused on cultural sector grants, they show the potential for increased competition among applications. Additionally, there is a widespread emphasis on climate change impacts at the municipal level, with increased funding for measures expected in line with broader European policies.
