The Prime Minister invites industry leaders to a conference in sunny Marseille on May 5 to swap ideas and find innovative ways to tackle this crisis without breaking the bank. Warning signs are flashing, courtesy of the Association of French Mayors (AMF), who paint a grim picture of decaying roads and infrastructure teetering on the brink of collapse.

According to Frédéric Cuillerier, co-president of the AMF's transport committee, the situation requires immediate attention. "The state can't shoulder this burden alone," he admits on France Culture.

The proposed event, "Ambition France Transports", sets the stage for a major rethink of our current financial and economic models. The AMF calls for a fairer and more equitable system, and they're not mincing words.

Frédéric Cuillerier throws a few ideas into the ring. One suggestion speaks to the potential of municipal police fines. Currently, local authorities issue fines, but they often receive a paltry portion of the proceeds. Cuillerier suggests a more equitable distribution of these funds could help balance the books.

Another proposal involves partnering with companies offering electricity, gas, and fiber services. These companies have a vested interest in well-maintained, safe roads, so why not leverages their resources? After all, they're the ones laying down the infrastructure that connects them to their customers.

Yet another intriguing idea is recovering revenue from motorway concessions. It's a well-known fact that motorway exits often lead to communal or intercommunal roads. Why not use this as an opportunity to recoup some much-needed funds?

But what about the bigger picture? How can we tap into EU funding instruments to address this issue on a broader scale? Here are a few key strategies that may hold the key to unlocking European support:

  1. Leveraging EU Funding Instruments: Seek direct funding for cross-border and critical national projects, focusing on upgrading Safe and Secure Parking Areas (SSPAs) and expanding low-carbon infrastructure.
  2. Public-Private Partnerships (PPPs): Invite private investors to contribute through concession agreements for EV charging networks and offshore wind-linked transport hubs.
  3. Decarbonization Synergies: Co-locate hydrogen refueling stations, EV charging, and rail terminals to pool resources and align transport projects with carbon capture and renewable energy initiatives.

These measures, if implemented effectively, could help us shed our fiscal burden, reduce our carbon footprint, and move towards a sustainable, forward-looking infrastructure vision. So let's get busy rebuilding the world our grandkids will inherit. The future depends on it.
