Improved Rail Service Efficiency - Persistent Delays Persist in Germany - Improved Performance for Deutsche Bahn, Yet Punctuality Remains Subpar

Deutsche Bahn, Germany's state-owned railway company, has seen an improvement in punctuality in long-distance traffic, but the numbers still fall short of government expectations.

In the first half of 2025, 34.7% of long-distance trains were delayed beyond 6 minutes, according to Deutsche Bahn's Personnel Director, Martin Seiler. This represents an improvement from 2024, where 62.5% of long-distance trains were delayed beyond 6 minutes. However, it is still a concern as the government and transport minister demand punctuality rates of at least 80 to 90 percent in the coming years.

The main causes for the delays in 2025's second quarter were equipment malfunctions and unplanned construction work.

To address these issues, Deutsche Bahn has outlined several measures aimed at improving punctuality. These measures focus on infrastructure, operations, and financial sustainability.

Infrastructure improvements include modernising corridors, replacing old interlockings and signaling facilities, and accelerating the reduction of speed restrictions on tracks. Operational improvements include implementing "construction in sync" with standardised time windows to minimise unplanned disruptions, hub and line-specific measures such as flexible departure times to improve network performance, and improving vehicle quality and passenger information systems. Financial and organisational measures include restructuring programs and targeted personnel reduction.

Deutsche Bahn aims to reach its 2027 targets, including punctuality rates around 75–80% and financial profitability after years of losses. The company has invested 7.3 billion euros in the rail system in the first half of the year, 349 million euros more than in the previous year.

Despite these setbacks, demand for rail travel remains strong. The number of passengers using Deutsche Bahn increased from 919 million in the previous year to 943 million in the first half of 2025, reflecting confidence in ongoing improvements.

In conclusion, Deutsche Bahn has achieved gradual punctuality improvement in long-distance services but still falls short of government expectations. The company is actively investing in infrastructure renewal, operational synchronization, and organisational efficiency to meet ambitious punctuality and service quality targets by 2027.

  1. Despite the improved punctuality rates by Deutsche Bahn, EC countries' employment policies could require stricter regulations and monitoring to ensure the railway company's financial sustainability and business profitability, as their targets for 2027 include not only punctuality but also financial profitability.
  2. In light of Deutsche Bahn's focus on sports-like efficiency initiatives to meet its 2027 targets, the implementation of these measures may impact the sports sector, especially in terms of the employment policy regarding the restructuring programs and targeted personnel reduction within the railway company.
