Homes carrying debt are set to impose limitations in June
Approximately 300 private homes in the city are expected to face restrictions on cold water supply starting next month, due to overdue payments spanning more than two billing periods. Homeowners have already been contacted regarding this issue.
It is important to clarify that the restriction on cold water supply only applies during the warmer months to prevent potential emergency situations arising from water disruptions. The water pressure will be reduced, not entirely disconnected, during this period. A complete shutdown entails disconnection, sealing, and the installation of shut-off equipment.
The homes experiencing cold water supply restrictions will undergo regular inspections by AO "Vodokanal" to detect unauthorized water connections. Unsanctioned connections can trigger fines. The water consumption volume is calculated based on the pipe's flow rate during the period of unauthorized usage, but it should not exceed three years. Water discharge volume is considered equivalent to water consumption. These measures are outlined in the Russian Government Decree No.776 dated 4th September 2013.
Furthermore, unauthorized water connections also incur administrative liability under Article 7.20 of the Code of Administrative Offenses of the Russian Federation for illegal connection to centralized cold water supply systems. In extreme cases, an emergency situation caused by such connections could potentially lead to criminal liability.
To avoid facing penalties or adverse consequences, residents are encouraged to promptly submit meter readings and pay utility bills regularly. Adhering to these payment practices helps ensure a stable water supply.
