In a recent document titled "2025-09-18_PM ZIA Halt 2025 KfW55.pdf", the Central Real Estate Committee (ZIA) has urged the government to prioritise the resumption and continuation of KfW-55 funding in the 2026 federal budget.

The document, produced on September 18, 2025, in the afternoon, highlights the importance of affordable and energy-efficient housing construction within government policy. Aygül Özkan, CEO of ZIA, emphasised that the 59 million euros provided for KfW-55 funding in 2025 is insufficient, stating that it is just a "drop in the bucket" given the enormous demand in housing.

The funds for KfW-55 come from the 'Commercial to Residential' program and have been reallocated, raising questions about strategic direction. Industry estimates suggest that up to 51,000 residential units in multi-family buildings could be created through the reintroduction of KfW-55 funding.

The resumption of KfW-55 funding was a demand of the real estate industry and is included in the coalition agreement. Aygül Özkan, CEO of ZIA, called for the Federal Ministry of Housing, Urban Development and Building to take responsibility and actively drive forward the agreed goals. She also stated that the resumption of funding is a step in the right direction but not a sustainable shift.
