However, political debate ensues over which government body should shoulder the financial responsibility for the projected revenue loss of over ten billion euros, primarily borne by the federal states. Berlin and Hamburg finance senators, concerned about increased tax refunds, have demanded that the federal government compensate for these losses.
Over 14 million workers reportedly received the commuter allowance in 2020, covering an average one-way trip of 28 kilometers. Over 84% utilized cars for this journey, with more than half being average earners.
