Vouchers for Property Ownership: All You Need to Know

Extension of "Imuщество" validation period in Belarus.

Welcome to a brief overview of the property nominal privatization vouchers in Belarus, focusing on their nature, exchange locations, and management.

The government has prolonged the validity of these vouchers until the end of 2030, as approved by the resolution adopted on May 30, 2025.

What are Property Vouchers?

These vouchers serve as state securities confirming the right of a citizen of the Republic of Belarus to a share of privatized state property. Issued in non-documentary form, they are recorded on special voucher accounts opened for citizens at their residential JSC Belarusbank branches.

The number of vouchers issued was based on the citizen's length of service and age when the "On Nominal Privatization Vouchers of the Republic of Belarus" law came into effect, with additional vouchers for specific categories like disabled individuals and WWII veterans.

Where to Exchange Property Vouchers?

Citizens can exchange their vouchers for shares at the JSC Belarusbank branches carrying out such operations. These branches will present a list of joint-stock companies available for purchasing with vouchers, along with relevant details on these companies.

Managing Property Vouchers

Currently, there are around 158 open joint-stock companies offering their shares for exchange against vouchers, operating across various sectors. When exchanging vouchers, Belarusian citizens have the right to utilize personal checks, those received through gift agreements, or inherited checks—provided they come from close relatives (parents, children, spouses, siblings, grandchildren, grandparents, in-laws) and do not exceed 250 named privatization checks throughout the entire period.

Upon purchasing shares, a citizen becomes a shareholder and is entitled to:

  1. Participate in the company's management
  2. Receive information about its activities
  3. Sell, gift, or transfer shares by inheritance
