EU Council grants €3.2 billion aid to Ukraine

The European Council has announced the approval of the fourth installment of aid for Ukraine, amounting to over €3.2 billion. This decision is part of the ongoing support for Ukraine and is a continuation of the Ukraine Facility program.

The funding is primarily aimed at strengthening Ukraine's macrofinancial stability and supporting the functioning of its public administration. This aid will help finance public administration operating costs and loan repayments, as part of the broader EU-backed Ukraine Plan that coordinates reforms and modernization with a goal of EU accession.

Ukraine had to fulfill 13 reform indicators to receive this partial payment. Three specific reforms, however, are still pending. These include the adoption of the law on the territorial organisation of the executive branch (the so-called "decentralisation reform"), the passing of the reform law for Ukraine’s Asset Recovery and Management Agency (ARMA), and the selection of 25 judges for the High Anti-Corruption Court.

Despite these pending reforms, the European Council has granted Ukraine a partial payment of over €3.2 billion. Ukrainian authorities have up to 12 months to fulfill these pending reforms to unlock the full tranche, which is approximately €1.1 billion more, expected by early November 2025.

The Ukraine Facility program, totalling up to €50 billion from 2024-2027, is designed to support Ukraine's recovery, reconstruction, and EU-alignment. The goal of "Ukraine's Plan", which outlines a strategy for the country's recovery, reconstruction, and modernization, is to facilitate Ukraine's EU membership within the next four years.

The European Council has reminded that payments under the Ukraine Facility are linked to "Ukraine's Plan". The report of this decision was made by the news outlet "European Truth".
