Estonia Slips Down by One Position in the 2025 Henley Passport Ranking

In the newest Henley Passport Index report for 2025, Estonia ranks ninth in the world, offering visa-free access to 186 countries. However, compared to the previous year's index, Estonia has dropped one spot and lost visa-free access to just one country - Russia.
According to the 2024 index, Estonia ranked eighth, with visa-free access to an impressive 187 countries. Unfortunately, the specific loss of visa-free access isn't specified in the index.
Curiously, the United States also shares the ninth spot with Estonia in this year's index, both offering visa-free access to 186 countries.
Flashback to 2023, and Estonia was ranked 12th, providing visa-free access to 181 countries and territories. A leap from the year prior, where Estonia held the 10th spot with the same number of destinations accessible.
Interestingly, the most powerful passport globally belongs to Singapore, allowing its citizens visa-free access to a whopping 195 countries and territories. Japan follows closely behind with visa-free access to 193 countries, while Finland, France, Germany, Italy, South Korea, and Spain share the third spot with access to 192 countries.
Meanwhile, Latvians, Lithuanians, Slovenians, and the United Arab Emirates all share the tenth spot with access to 185 countries. Unfortunately, Afghan citizens have the least powerful passport, ranking 196th, offering visa-free access to only 26 countries.
The Henley Passport Index, compiled yearly by London-based global citizenship and residency consultancy Henley & Partners, is based on data from the International Air Transport Association (IATA). The index evaluates 199 passports and 227 destinations worldwide, and it has been produced by the company since 2006.
