escalating issues with online platforms and services contributing to growing dissatisfaction among users

In the digital age, the convenience of the internet has brought about a surge in online services. However, this convenience comes with its own set of challenges, particularly when it comes to identifying and combating unserious or even fraudulent offers, often referred to as "fake services."

These fake services, which have become a growing concern for consumer advocacy centers, are predominantly found in the advertising of services like change of address, criminal record certificates, or other official documents online. The head of the consumer advocacy association, Ramona Pop, stated that these issues are common with service providers that advertise online and can be costly, leading to uncertainty and loss of trust among people.

The complaints registered by consumer advocacy centers show a sharp increase in the first half of 2025, with more than 2,900 complaints, nearly three times as many as in the same period last year. One such example is a website offering online forms for contacting public broadcasters' contribution service for a fee, when it's also possible for free directly.

In response to this significant rise in online fraud, several measures are being taken by authorities, businesses, and regulatory bodies to protect consumers.

Government and regulatory actions include the Federal Network Agency (BNetzA) actively monitoring and addressing consumer complaints related to services prone to fraud, such as postal and delivery services. The German Federal Office for Information Security (BSI) also focuses on countering cybercrime activities, particularly ransomware and malware services that facilitate online fraud on a large scale.

Enhanced fraud prevention by businesses is another key strategy. According to a 2025 survey, 70% of companies in Germany have increased their fraud prevention budgets, employing stronger security controls such as AI-based fraud detection and identity theft prevention methods.

Consumer awareness and education are also crucial. Surveys reveal that over half of German consumers remain concerned about online fraud risks. Initiatives aimed at raising public awareness on recognizing scams and safe online practices, particularly targeting vulnerable groups, are being implemented.

Collaboration and intelligence sharing between government agencies, private companies, and cybersecurity organizations are also essential in tracking and disrupting cybercrime networks active in Germany.

Legal and law enforcement measures are also being strengthened. Authorities prosecute cyber criminals and impose stricter penalties to deter online fraud. There's also an emphasis on improving complaint handling mechanisms and consumer redress options to swiftly deal with reports of dubious offers and scams.

These combined efforts—from regulatory oversight and law enforcement to enhanced corporate security measures and consumer education—constitute Germany’s multi-layered approach to countering the rise in online fraud and protecting consumers in 2025. Despite these efforts, it is important for consumers to remain vigilant and cautious when using online services.

Financial institutions and businesses are increasing their efforts to detect and prevent fraudulent activities that have become increasingly common in the digital age. For instance, many companies in Germany have raised their fraud prevention budgets in 2025, implementing stronger security controls such as AI-based fraud detection and identity theft prevention methods.

In an attempt to combat cybercrime activities, the German Federal Office for Information Security (BSI) is focusing on countering ransomware and malware services that facilitate online fraud on a large scale. These measures are part of Germany's multi-layered approach to countering the rise in online fraud and protecting consumers, but it is still crucial for consumers to remain vigilant and cautious when using online services.
