Customs Dispute: Finnish Minister Klingbeil Urges EU to Prepare Countermeasures

The European Union (EU) is gearing up to respond to the potential imposition of 30% tariffs on European goods by the United States, starting August 1, 2025. Finance Minister Olaf Scholz (Klingbeil) of Germany has made it clear that the EU will not shy away from taking **proportionate and credible retaliatory actions** if necessary.

Speaking ahead of this week's G20 meeting of finance ministers in South Africa, Klingbeil highlighted the need for **serious and targeted negotiations** between the EU and the US. He expressed concern that a fair negotiating solution has yet to be achieved, emphasising the EU's determination to protect its economic interests.

The EU's planned countermeasures include activating the Anti-Coercion Instrument (ACI), which allows the EU to impose restrictions such as limiting access to public procurement contracts for companies from countries applying coercive trade measures. The ACI could target specific trade or investment areas to exert pressure on the US economy.

French President Emmanuel Macron has thrown his full support behind these preparations, underscoring the need for a swift and mutually acceptable agreement. The approach aims to inflict maximum economic damage on the US sectors responsible for the tariffs while minimising harm to European businesses and consumers.

The G20 meeting in South Africa presents an opportunity for international trade negotiations, with the focus on global trade relations. Klingbeil's emphasis on global trade discussions indicates a strategic approach to economic diplomacy. He will use the platform to discuss free and rules-based trade, as well as the need for strengthening global trade relations with other states.

Klingbeil has been vocal in his criticism of US President Donald Trump's approach, stating that Trump's tariffs only have losers. He has called for EU countermeasures in the event of a failed agreement in the trade dispute with the US. However, Klingbeil has also stressed that countermeasures should continue to be prepared, but not necessarily implemented immediately.

The G20 meeting in South Africa is expected to discuss not only the US-EU trade dispute but also broader issues related to global trade relations. As the world's major economies gather, the stage is set for important discussions on how to foster a more harmonious and fair global trading environment.
