City Councilor Jocelyn Pesquera has proposed an amendment to Cebu City's Traffic Code, a move that was approved on Wednesday, June 18, 2025. This amendment is aimed at enhancing on-street and off-street parking regulations.
The amendment has revised significant sections of the City Ordinance No. 801, commonly known as the Cebu City Traffic Code. Changes in Sections four and five of Article 16 and Sections one and three of Article 23 were made, taking into account "the passage of time and recent developments in the city."

Pesquera also advocated for a parking ban on several major roads and highways in Cebu City. These include South Coastal Road, F. Vestil Street, Natalio Bacalso Avenue, M.J. Cuenco Avenue, Osmeña Boulevard, and Serging Osmeña Avenue. Only emergency and authorized vehicles responding to emergencies are exempt from this parking ban. Parking near Cebu City Hall is also subject to stringent regulation.
Exemptions
The amendment extends exemptions to vehicles that break down on the road, but the driver has two hours to remove the vehicle. Meanwhile, the driver must immediately deploy a warning device. Vehicles used for official roadworks and repairs are exempt if the affected area is properly barricaded. Unauthorized vehicles are forbidden from occupying unmetered or improperly designated parking spaces around the government complex, except on weekends and public holidays.
Updated Parking Hours
On-street parking hours have been extended to 6 a.m. to 10 p.m. daily, a shift from the previous schedule of 7 a.m. to 6 p.m.
