Almaty's city planning and urbanism department chief, Almas Khan Ahmedjanov, shed light on the residential construction guidelines considering population density during a discussion on Total.kz, a regional communication service.

On May 31, at the extraordinary VI session of the VII convocation of Almaty's city council, new rules for designing the city's architectural landscape and urban planning were adopted based on the instruction of Almaty Akim Bakytzhan Sagintayev.

Ahmedjanov explained that the population density would be measured at a maximum of 440 people per hectare for quarterly construction, while no more than 300 people per hectare would be allowed in the historical center.

However, density can be elevated by 20% if these simultaneous conditions are met:

  • Adequate engineering infrastructure is in place;
  • Transport accessibility, either underground or multi-level parking is provided;
  • Kindergartens and preschool facilities are built-in or attached;
  • Green spaces within walkable distance and safe gathering points are available in case of earthquakes;
  • Access to public schools within walking distance is ensured;
  • Daily service facilities are accessible within a 500-meter radius;
  • Adherence to sanitary and epidemiological well-being norms, civil defense regulations, and a 10 sq.m. household territory per resident (including spaces for household and recreational purposes, parking, landscaping, and greening) are maintained.

When it comes to urban planning, Almaty's growth requires strategic considerations like adequate infrastructure, engineering, and socio-economic factors.

Accurate population data, precise geographical measurements, and strict compliance with legal frameworks are crucial to calculating population density. To cater to growing populations, urban planning has to involve infrastructure improvements and re-zoning where necessary.
