Case Number ISCAP 2014-048, First Document Presented
In a significant development, a Top Secret Telegram sent on March 13, 1963, during the height of the Cuban Missile Crisis, has been fully declassified. The document, known as Telegram 11238, was sent by the U.S. Ambassador to the Soviet Union, Llewellyn Thompson, to the U.S. Secretary of State, Dean Rusk.
The two-page telegram, classified under E.O. 13526 §§ 3.3(b)(1) as 50X1, discusses a meeting between Thompson and Soviet Foreign Minister Andrei Gromyko. The ISCAP declassification decision, number 2014-048, affirmed the classification of the document in its entirety before its eventual declassification on April 29, 2016.
The author of the telegram remains undisclosed due to its classified status. However, the recipient, the U.S. Secretary of State, Dean Rusk, was privy to the information contained within. The telegram was sent by the Department of State.
