Bipartisan Group Unites for Combating Organized Retail Crime Act of 2025
A bipartisan group of 54 congressional members has formed an alliance around the Combating Organized Retail Crime Act of 2025, introduced by Chairman Chuck Grassley, Senator Catherine Cortez Masto, and Representative Dave Joyce. The act aims to strengthen efforts against organized theft groups affecting retailers and communities.
The legislation seeks to establish a coordination center for local, state, federal, and private-sector partners to share resources and information. National Retail Federation (NRF) Executive Vice President David French supports the act, stating it's crucial to prevent organized retail crime (ORC) from impacting local communities. NRF applauds the bipartisan leadership for addressing ORC, a multi-billion-dollar crisis affecting retailers and customers. According to NRF's 2024 report, 73% of retailers observe increased violence and aggression from shoplifters, with 94% viewing federal legislation as necessary to combat the issue effectively.
