Anthropic Organization to Adhere to the European Union's Code of Conduct

The European Union is making significant strides in the AI sector, with several key initiatives underway. One such initiative is the EU General-Purpose AI Code of Practice, a voluntary rulebook developed collaboratively by the European Commission and multiple stakeholders from industry, academia, and civil society.

Anthropic, a leading organisation in AI, has expressed its support for this Code, particularly for its emphasis on transparency, safety, and accountability. The company has also committed to working with the EU AI Office and safety organisations to ensure the Code remains robust and responsive to emerging technologies.

The determination of in-scope actors for the ASL-3 Security Standard, a part of the Code, was based on a deeper understanding of relevant threat models and model capabilities. The most recent update of Anthropic's Responsible Scaling Policy clarified which actors are in-scope for the ASL-3 Security Standard.

The EU AI Code also aims to address Europe's most pressing challenges, such as advancing scientific research, improving public services, and enhancing industrial competitiveness. It establishes mandatory Safety and Security Frameworks that align with Anthropic's Responsible Scaling Policy.

The Frontier Model Forum, another crucial player, evolves these standards with the technology, bridging industry and government, and translating technical insights into actionable policy. The Forum plays a critical role in establishing common safety practices and evaluation standards for AI.

Different risks require different methodologies for assessment, and the EU Code describes important processes for assessing and mitigating systemic risks, including catastrophic risks from Chemical, Biological, Radiological, and Nuclear (CBRN) weapons. The EU AI Code and Anthropic's Responsible Scaling Policy share a focus on maintaining flexibility to adapt alongside rapidly changing AI technology.

Meanwhile, the EU AI Code is still in a phase of developing best practices for assessing systemic risks identified in the Code. The European Parliament is also expanding access to decades of archives to citizens through AI, while Legora is transforming legal work through AI, and Novo Nordisk is accelerating breakthrough drug discovery through AI.

A collaborative approach, combining regulatory frameworks with flexibility, will be essential for Europe to harness AI's benefits while competing effectively on the global stage. The EU AI Code, along with the AI Continent Action Plan, demonstrates how flexible safety standards can preserve innovation and enable broader AI deployment. The potential benefits are significant, with the EU AI Act and Code potentially adding more than a trillion euros per year to the EU economy by the mid-2030s.
